  16. <p>A top Saudi banker is indicted in the still simmering B.C.C.I.
  17. scandal

  19. <p>    The message from New York District Attorney Robert
  20. Morgenthau, still in pursuit of culprits in the Bank of Credit &
  21. Commerce International scandal, was broadly aimed. "No
  22. participant in the B.C.C.I. scheme, here or abroad, however
  23. influential, should expect to escape justice," declared
  24. Morgenthau. The D.A. then made good on his threat by delivering a
  25. grand jury indictment of billionaire Sheik Khalid bin Mahfouz,
  26. CEO of the National Commercial Bank, the largest commercial bank
  27. in Saudi Arabia, and a financial adviser to the Saudi royal
  28. family, on charges of fraud. Other targets of a criminal grand
  29. jury led by Morgenthau include intimates of the royal families of
  30. Saudi Arabia and the United Arab Republic. Mahfouz, a principal
  31. shareholder in B.C.C.I., was charged with involvement in a
  32. billion-dollar scheme to defraud investors and deceive U.S.
  33. banking regulators. His bank is suspected of participating in
  34. B.C.C.I.'s financial manipulations that led to the disappearance
  35. of more than $10 billion. The sheik, however, claims that he
  36. actually lost vast amounts of money through B.C.C.I. and was thus
  37. himself a victim. Through a spokesman, he professed astonishment
  38. at the charges.
